Elinor Collins is the wife of Frederick Collins, the American consul to the Dominion of Balinderry. She is kidnapped by a group of IBA radicals and ransomed for the freedom of imprisoned IBA leaders. After Unites States assistance is rejected by the Balinderry government Steve Austin mounts a personal rescue mission.
