Expatriate American Ivan Karp is a dealer in the buying and selling of top secret material. In early 1977, he may already have a coded list of all the OSI agents around the world. Once Karp has the decoder developed by Dr. Payton Jones, the cover of all agents will be blown.
Steve Austin and the OSI have traced Karp to Halderstadt, a small town in East Germany. Jaime Sommers is assigned to stop Dr. Jones from delivering the decoder to Karp. Jaime is soon assisted by Dr. Darwin Jones, the younger brother of Payton Jones, in her efforts.
