The Russian Premier visits Canada to witness the World Unity Games. Oscar Goldman, while in captivity, transmits a audio clip to Jaime Sommers and Steve Austin in the security control centre in the games, informing them that the Premier is the target of assassination. Alan Devlin diverts most security force to protect the Premier accordingly, and moves the rest of the Russian delegation to another VIP box.
Actually, Devlin is a traitor. Oscar also transmits a low frequency signal in Morse code, caught by the bionic ear of Jaime. Steve and Jaime liberate Oscar, and figure out with data from another source that the real target is the Russian Foreign Minister Yuri Kellagyn instead. The Premier as a target is just a red herring.
