Dr. Stanley Bacon is the former chief officer of a government research project called H432, through which an experimental, ultrahigh frequency alpha wave weapon is developed. After ten years, the project is abandoned when attempts fail to create a cost-effective portable battery strong enough to power the weapon. Bacon is outraged over the wasted years. As a means to extort the government, he plots to overcome the power problem and then use the weapon on an unsuspecting populous.
